PRC Regulation
The New Mexico Department of Transportation's Transportation Regulation Bureau (TRB) oversees towing operations and sets rate limits for non-consensual tows; it took over from the Public Regulation Commission on July 1, 2024.

Operator Licensing
All tow operators must be licensed by the PRC and maintain adequate insurance.
Notification & Signage Requirements
Police Notification
Within two business days of getting the owner and lienholder information, the towing service must notify them by certified mail, return receipt requested, on MVD Form 10058 (18.3.12.26 NMAC). Police must be notified in writing if an altered, mutilated or missing VIN is found (18.3.12.22 NMAC).
Signage Requirements
Commercial properties and apartment complexes must post visible signs warning that illegally parked vehicles may be towed. Signs must specify the exact start and end hours when parking is considered illegal. (18.3.12.14.A(4)(b) NMAC)
